El Director del Centro de Operaciones de Emergencias (COE) emitió, mediante boletín 1 y II, varias resoluciones tendentes a prevenir cualquier situación provenientes de la tormenta Earl, que ha afectado la zona Este con fuertes vientos; como también las costas de la provincia María Trinidad Sánchez, donde las olas pueder llegar hasta 12 pies de altura.

Juan Manuel Méndez García, Director del COE mediante comunicado tomó las siguieintes resolusiones en un comunicado que dice así:

ALERTA ROJA: LISTORALES COSTERO ESTE Y NORTE EN VIRTUD DEL NIVEL  DE ALERTA ROJA EMITIDO POR EL COE, CONTRA PROBABLES INUNDACIONES COSTERAS POR EFECTOS DEL HURACAN EARL SE ORDENAN LAS SIGUIENTES MEDIDAS:

 EVACUACION DE CARÁCTER OBLIGATORIO DE LOS RESIDENTES UBICADOS EN  ZONAS BAJAS QUE SE ENCUENTRAN BAJO ALERTA ROJA.

EVACUACION DE CARÁCTER PREVENTIVO DE LOS RESIDENTES EN LAS ZONAS BAJA QUE SE ENCUENTRAN BAJO ALERTA AMARILLA. 
 
PROHIBICION DE TODA ACTIVIDAD ACUATICA EN LAS ZONAS BAJO ALERTA.
 
POR LO QUE SE LES INSTRUYE EN TAL SENTIDO A LOS ENLACES DEL COE Y ORGANISMO DE PRIMERA RESPUESTA,  A PROCEDER  EN el CUMPLIMIENTO DE DICHAS MEDIDAS EN LAS ZONAS BAJO ALERTAS,  HACIENDO ENFASIS EN AQUELLAS ZONAS CON ANTECEDENTES A INUNDACIONES COSTERAS.
